replay value means exactly what it says.  Saying a game has high replay value is the same as saying that it really made you want to play it again. Some games offer you incentive to play the game again in the form of extra content (souls series for example), others are just so good that you want to play them again.  Other factors that contribute to replay value are even pacing and skippable cutscenes. 
Anything that makes the game less fun to replay will lower the game;s replay value.  Fusion's replay value was severely hurt by being unable to skip the adam stuff, for example.  No one wants to do that again and again.

that's probably why i don't get it - i would never replay most games no matter what, so it's a meaningless idea to me

Zero Mission has good replay value for me cause I love replaying it. Or well I did before I lost it ;w;
I have dozens of games that I have played through to completion dozens of times.  I really enjoy getting better and better at a game and memorizing every inch of it.  This is one of the reasons I've become more and more of a retro gamer.  Many newer games are simply too huge to replay over and over.  But I've easily played through the old zeldas, metroids, castlevanias, 100+ times each.
Is it weird that I will turn on Ocarina of Time and play through it 100% for the 100th time?  It's not unlike a 100% glitchless speed run.  I know exactly where to go at all times, where every gold skulltulla is, every heart piece, and what order to get it all in.  And I love it.

How do you sit through OoT cutscenes but can't stand 10 seconds of Adam text every once in a while lol

They both annoy me.  I used the example of the adam text because I hear it all the time, not because it's a huge personal gripe of mine.
If it weren't for the OoT cutscenes, I could probably play the game twice as often.  Sometimes I start a playthrough and realize I'm not into it, and it's usually during the cutscene with the deku tree after getting the kokiri emerald or the dialogue with young zelda when you first meet her.

If OoT had skippable cutscenes I'd probably play it as much as I play short retro stuff. Same with Resident Evil door loading... but I guess there are mods and PC versions for that
Cutscenes were more tolerable when I used to smoke.  I had something to do.
I'd buy every 3D Zelda again at full price if they rereleased them with the only change being cutscene skips

There's many games where it wouldn't take much to make them way more replayable

I'd probably play Link between Worlds as much as Link to the Past if the opening sequence until you can borrow items wasn't so drawn out

Even with the skip it's annoying
Twilight Princess has a really bad drawn-out beginning as well

I don't remember it taking that long. Then again I used to speedrun it. Wasn't very good at it though
I feel like the game is a tutorial until you get your green tunic.  That whole part with the wooden sword, and becoming wolf link for the first time, is all just teaching you stuff.

Oh if you mean up until that point then yeah it can take that long. I always thought of the tutorial as up until you turn into a wolf
when you turn into a wolf for the first time, they then teach you all the wolf controls.  Going through the castle, getting the ordon sword/shield, etc.  Still feels tutorial-ish to me during those parts.
