Well, yes. It apparently is, but it requires some things for you to do.
First off, at this point you would normally think you'd be stuck:
If you climb up a bit, you'll notice a lone platform next to the wall:
Behind it, there's a secret passage:
Fall through the shaft and bomb/shoot the blocks below to get to your freedom.
However, that's all too good to be true. With the newest stable build of the Metroid Zero Mission level editor, "Zero Fission", I was able to modify the room to be clearable without getting the Power Grip.
The IPS Patch isn't on the attachment system, I guess, since It's jerky for me, Saber had to upload it for me.

DO LITTLE DANCE! MAKE A LITTLE LOVE! GET DOWN TONIGHT!

Anyway, It must be applied to a clean, unmodified US ROM. Can you beat the game without the Power Grip? Just try. It isn't so easy as you think ;)
