Well, Here are the items you can skip:

Long Beam
Ice Beam
High Jump
Power Grip

That just leaves Morph Ball/Bombs.

So, you can get it at 2%? I might test it.

I've only gotten Varia Suit once before entering Norfair using Infinite Bomb Jump. The room before isn't as hard to do it as the vertical room where you normally have hi-jump because you need to diagonal bomb jump a lot farther. And yes, you need 3%: morph ball, normal missile and bombs.

You need speed booster and hi-jump(jump ball) for the early Super Missiles in Brinstar before Varia Suit.
