I run this here hotel of an evening

i found a link to the other page but it couldn't find it.

what are the version differences between PAL and NTSC, namely ones that make TAS harder. i know of a few, one being the lava lake rises faster.

if the other page have has been moved or fixed redirect me there.

Making a TAS for PAL would most likely not be any harder, the result would just be slower for a number of reasons (I could go through them, but won't today at least).
