Not exactly. If a person makes an off-topic posts that warrants a new topic, then a mod can move any number of posts from the topic and make a new thread, and we do, sometimes.

Right, that's what I was suggesting. Splitting the thread. :P I just haven't seen it done in my (admittedly short, despite lurking) tenure here, and there are a few threads which I think deserved it.
