I don't know what dellstat is...  But it says dell in it, so I don't bother it.

And how did you change the name of your recycle bin?  Unless it's just your whole computer is in another language.

Search and travel to the following key:
{645FF040-5081-101B-9F08-00AA002F954E}

...and change the value of the 'LocalizedString' entry to whatever floats your boat. Permanent change, without even having to use TweakUI or anything of the sort.
