Ok, I was messing around in SkyTown, and at the steamlord pard, just before you activate it, there's a spinner.
So i tried to spin in it without the boost ball.
And it partially worked.
It started spinning around until i hit the ******* ******* PIECE OF **** morphball hole. i was so close and I know it's possible. I'll upload a video in a bit.

Though it IS possible to start spinning around those spinners without boost, you can't actually use them without it.
