I just completed  25%. These are the items I got.

Morph Ball
Missile Launcher
Bombs
Varia Suit
Boost Ball
Space Jump
Wave Beam
Ice Beam
Plasma Beam
Spider Ball
Power Bombs
Xray Visor
Phazon Suit

I take it 22% is the lowest.  If I skip Boost Ball and Spider Ball, does that drop 25% to 22%?  What items are necessary?

Would I be right in assuming the Chozo Artifacts count?

That should have only given you 24%. Phazon suit doesn't add to % unless you get 100%. Once you get the last one, one is immediately added for it. Therefore, if your screen showed 25, you picked up an extra item.
