I didn't really keep up, but I remember that just about every trick found in MZM was something included intentionally by the designers.  All the shortcuts, bomb jumps, early supers, kraid without grip, early ridley, and so forth.

So was there anything that was clearly not intended, like doing Kraid in SM without hijump?

You can also do it with some clever powergripping.

How was getting to Kraid without high jump unintentional? They clearly showed bomb jumping to the top of crateria in the demos at the title screen -- no different here. Something unintentional would probably be beating the game without suits. Or skipping grapple...maybe.
You will receive Varia & Gravity when you get your fully powered suit.

And yeah, no "actual" sequence breaks exist, but they never really did exist, except when done with a glitch, like using the Crystal Flash in SM to sit in a morph-ball shaft, or shooting one-way-gates from the other side, thanks to bugs.

No bugs discovered yet in ZM, so no actual sequence breaks.
I guess its completely subjective, since we don't know what the designers knew about and what might have been a surprise to them.

Does it have to be a bug?  Or is any design oversight automatically a bug?
I think the game is tested enough to not overlook things :P

i think the developers don't have enough money to spend it on that.
It's reasonable to assume stuff that was in older metroid games that weren't in Fusion (IBJ, HBJ, DBJ) were known about.  They probably also knew about one-wall jumping.  But maybe there's some place where it wasn't intended that you should be able to one-wall jump (since they didn't realize it) like the Crateria super missile.  Or not, since it's a pretty obvious place.

The game doesn't crash if you get more than one statue pointing at stuff so they probably knew that was possible too.
They MADE the sequence breaks, they are all obvious, except maybe the bomb jumping to get the Varia suit.

etc etc.
I would definitely classify skipping the zip line activation and acid worm as unintentional.
