How do you guys go about doing it?

I can level design, but I can't come with an idea for a background, I can import pictures, but I can't seem to figure out how to design them, especially for multiple rooms, any tips?

I just copy them from other rooms...

Tiles used in backgrounds are in the same palette as the rest of the room's tiles, in order to have a new background you would need to edit those tiles.

On what part of the process? The tilemaking itself? Or laying them out so that they are applicable to more than one room?
