djgrenola made a 17% video, but he had an early powerbomb expansion, and he also said that he couldve done 16% but what if he did a 16% and skipped that early powerbomb,? or if im mistaken, did the 16% not get powerbombs early?

If my current Echoes wallcrawls turn out to be possible, the percentage could be lowered to 15% or 14%.  I mentioned this on the "Time, %, Difficulty" topic, so you should have read that before making a new topic.

All I know is what he said in the video - that eschewing the PBX in Dynamo Chamber would have necessitated considerable more secret world travel, more than he wanted. I'm sure he's around though, so he'll probably tell you the details himself.

Since you seem to be asking about low% in general, the current low% is 14% (you can skip Supers and Seekers now). Considerable progress has been made for Spider, but it's not cleared yet (IIRC, everything but Emperor Ing is done). There's been some speculation at skipping the Dark Suit, but I don't know much about that.

ive started to look at dark suit skip with MBI... wandering around gmfc compound with the light show is very frustrating to say the least so it may take some time
