I think it's because most of us understand the motives of good characters, but since we aren't evil, we don't know as much about the motive to be evil. That's what makes them interesting. In video game RPGs, there's also the fact that most of the main character's personality is left to you.

It's the Sneak! It's the Sneak!

I'm the kind of villain that never misses anything! Because I'm so paranoid... That fits me kinda well, I guess... While walking to and from the store earlier this evening, I clearly recall glancing over my shoulder at least six times...

But I AM sneaky, I KNOW what everyone's up to, and I NEVER leave a trace! Someday, that pesky Super Arrow will walk right into my huge, spidery web, and I'll eat him like the bug he is!!

Or maybe I'll just go officially criminal and notify random bounty hunters about my address... they're easier to catch alive.
