I can't normally see it, because freewebs doesn't like hotlinking. I have ways of making it visible, though, and I agree with Yoshi that it's not chibi. It's the cigarette that does it. You just can't be chibi if you're holding a cigarette. The hat is a nice touch, though.
I stopped caring about his blue font, when I simply assumed whatever he wrote wasn't worth my time. He hasn't improved much since. :Pnote: this is a joke
