i lost the exact date when i implemented the attachment mod earlier this week, but it's probably about a month old. sorry. ;)

EDIT: got the date of the original file; the latest tagline was added thursday, 29 july 2004 at 08:50 pm, so i guess that means it wasn't new at all. better late than never, though, i guess. ;P

No, not really...

it's head initial form, like in romance languages, so "cover of hilary duff" -> "hilary duff's cover" (head final, like english or japanese). and there's yet another meaning on top of that, which is that it's literally a cover of hilary duff, or that it is her picture there on it. (the album is called 'hilary duff', btw.)

"That website with all those...etc" came from some guy on GameFAQs, and "The fun is always free" came from that really obscure episode of SpongeBob with the pirate and the band. Incidentally I have seen that episode, SpongeBob SquarePants being my favourite cartoon ever, but didn't remember the actual quote.
