I see nothing that indicates that the game forces you to collect 100% during time attack mode. O_o

Probably something like 34 minutes or something (maybe 1:05 for 100%). If I recall correctly, they did that right after release. Surely they didn't have people so close to the current records (even though those records are a couple years old).
To find out for sure, you have to be able to read Japanese, and have the add-on to be able to see the characters at all. >_> I'm not entirely sure they mention it, though.
