This technique doesn't seem to be used as much as it should, but it's very effective and much faster than the original bomb jump!

I'm close to consistency with it, but does anybody have any tips?

It's all about practice.  You're lucky in that Zero Mission is VERY forgiving with its bomb jumps, as their blast radius is pretty big.  Even adding diagonals into the mix isn't too tough after a little practice.  I always use the early Varia suit as practice.

It's just laying bombs with different timing to gain height quicker.  The normal, easier method is to just lay your bomb just above the last as you fall from each bomb jump, but this way you place one on top of another, and one at the peak of each jump.  As I mentioned above, Zero Mission is very forgiving with bomb jumping, so it's easy enough to do.
Try understanding the double by imagining bomb placement of a regular double bomb jump in which the second and third bombs repeat indefinitely (12323232323...). The double ibj propels you much quicker than the regular but is decidedly less flexible. The regular gives you considerable control over your rate of height gain; the double does not. Part of the reason control in the double is rigid is that the area of effect for the bomb blast is modified (shrunk, I think, for some reason; I suspect the presence of multiple bombs on the field is to blame). The double threw me for some time too, Core, until I came to that realization and determined where Samus could and could not be in the blast of the lower bomb in order to be boosted.

Practice a bunch! You seem to have some confidence. Try switching from singles to doubles and from doubles to singles swiftly midflight. Landing site is a good place, I suppose (I like Chozodia outside the last save point too), but the Brinstar shaft is more practically effective. The exercises should improve your control.
