It isn't really a perma-speed mode. It can just be sustained longer by using speed ball and demorphing in air to reset running velocity and done continuously with enough skill.

Now, if you were able to recharge by horizontal shinesparking into slopes... hahah.

I realize that the speed-boost doesn't just stay charged and  that you must continually perform certain moves to keep it going, but is it easy to do so?  In other words, will everyone basically do what they have to do to retain the charge for long periods of time or will that most likely require players to do a TAS in order to pull off ?

From what I gather the change is simply that you keep your speed after a jump, whereas you normally lose it.  This means that as long as you jump over any obstacles, you can keep it forever, depending on terrain.

Definitely the latter, although I did record that video in real-time. Even if players are good at speedballing consistently without slowdowns, de-morphing from it in mid-air to run slowly with blue echoes and jumping constantly to keep from building speed, there still won't be much gained beyond shredding some enemies easier. Clever TASing and knowing the room's layouts beforehand will certainly be needed to maintain near-constant speed and significantly cut down playtime. I shudder to think of what ways Cpadolf will be abusing the speed booster when he finally gets his hands on it.

And this. I'm being very careful with how I design and organize rooms so the speed booster doesn't become too much of a domininant playing or TASing aspect. In general, I'm diversifying how certain items are being used and how often. In other words, the hack will be more than just running through pretty rooms at high speed and blasting everything away. =P
