Seriously. PMs won't get out of the Outbox until the receiving person actually checks his/her inbox. So there's nothing you can really do, except wait for that someone to log in soon and check their PM box.

Once you send them, believe me, they will be recieved, even if they're in your Outbox, as DZ said.
