Hey, I was messing around today and wondered if Retro would be mean enough to have the portal in HotHD really not work. So, I started messing around with the Screw Attack in an attempt to make it up there, since I can't 3bjm (if that would get you up there). After about a nice half hour of jumping off the Luminoth, I finally discovered a way to reach the portal.
1. Stand on the dead luminoth to the right .
2. Aim reticule near the right corner ofthe Portal platform.
3. Lightly hold "L" to lock view.
4. Ghetto off of statue thing behind you to the right.
5. Carefully time your screws so you land on platform.
Well, the Portal doesn't work, but I bet Retro thought that one of us would find a way to get up there, so they put the Phazon that blocks the Portal in the Dark World. I don't know why, it wouldn't help speed runs or Sb'ing too much, at least I can't see the possibilities.
