Phazon suit cheat won't work with my flash card

With the emulator vba the phazon suit cheat works fine but on my flash card running metroid fusion the phazon suit cheat and the fusion suit on sa-x both don't work. How can I fix this?

I'm using the save I exported with vba. Everything works but the phazon suit and the fusion suit for sa-x. I'm using codebreaker codes with the save.

I'm not sure if they transfer over with the save. Codes are usually separate.

I'm thinking only certain data gets transferred over as part of the save file, such as having certain equipment, but a palette change isn't going to be reinstated. Did you get ice beam to function from a blank file?

Doesn't codebreaker essentially do that? If you understand codebreaker, it might be a bit easier for you to get into the ROM to hack it manually.

Codebreaker cheats change the RAM to a value every single frame, they don't change the ROM or your saves. With the item modifiers, your equiptment is only written when you pick-up and item or when loading a save, once you save, your current equiptment is saved, and you don't need the cheat anymore; but your suit colours are written every frame, so the cheat code needs to always be active for it to work
