Okay, first of all, what are the suggested items?  I think the required are:

Maru Mari
Unknown Item 1
Unknown Item 2
Unknown Item 3
Power Grip
Ice Beam
1 Missile tank
1 SM tank (? - or is it E-tank?)

And then my items:

Bombs
Varia Suit
Hi-jump
Another missile
Another E-tank
Another Super Missile

Is this list correct, and are there any better suggestions for items?

Another thing, what is the pattern you can trick Ridley into?  I can stay under him until he decides to start whipping his tail.  How do I prevent this?

The last one is neither. You need Regular Morph Ball Bombs. The other thing you missed is the Varia Suit; you're automatically given that when you get your suit back.

Let's see... you have 6% left over after the requirements. The first two are actually required, so you have two free slots. I'd say:

Hi-jump: You don't really need this at all. In Hard Mode, it'll make it so you don't have to be a god-like ibjer, but on Normal Mode you have plenty of time for the first escape. Replace this with the Screw Attack.

That leaves you with 5% open for tanks. These should either be filled with E-Tanks or Super Missle Tanks. This really depends on your preference for offensive-defensive issues, but I'd go with 2 E-Tanks and 3 Supers.

Someone else can describe this better than I can, I'm afraid... ;^-^
One thing you should never do: start the battle off by pumping him full of missiles until he turns red.  He will go into the incredibly annoying and obscenely cheap pattern of backing you into a corner and tail-whipping you until you die.

I think (I'm not totally positive) that you have to stay right below him, between his hands and his tail, at all times.

That may be my problem.  I go out to get missiles from fireballs.

And it's two missile tanks.  The one at the beginning and one on the way to Ridley.
It's actually possible (though tricky) to avoid the one before Ridley.  Someone posted how in another thread.

...fall down? Just don't get it? Anyway, to avoid the tail just stay against the top of the wall by walljumping. I did a 10% normal run, in an emu... pretty tough... good luck with Mecha Ridley.

Leave the Unknown Item room, walk right until you are standing on that little piece of floor that will out from under you when turning around to face Ridley.
Turn around, Ridley will appear. Very close by.... :-) He'll start with his Fireballs. Just start shooting. Now once he is done, go under him and fire your barage of missiles into him (from the bottom). Just be careful to stop the moment he starts with his big fireballs. Because he doesn't take lightly to being shot when shooting his big fireballs. He'll kill you with his Tail. Easy.
But, when you avoid shooting him during the big fireballs, you should be reasonably safe from the tail. Now, as they are going down, you can probably hit 1 or 2 of the big fireballs. They should leave some stuff.... missiles, energy. Use this to fill back up again.

If he does start wagging his tail, quickly get out. Move away from him in the opposite direction if you can and just wait it out. If you need to, roll under him to the opposite side again.

Doing Ridley on with few missiles isn't easy, mind you. I've tried it with just 5 missiles and 99 energy and it was very annoying.

EDIT: Just killed Ridley again, this time following the technique I described above. And it work perfectly... you can stay under him and shoot left and right at the big fireballs he throws and pickup the powerups/refills it leaves behind.

Thanks; that strategy worked beautifully.  It also allowed me to discover how quickly Kraid dies when you use Super Missiles on him.
