I'm guessing that you're at the Energy tank under all the rubble. Backtrack until you get to the room with the 2 fish tanks. You need to go through the door located at the bottome left of that room. Cross the electrified water and go into the next room. Here, you'll need to shoot out the right part of the ceiling. The path is fairly easy from then on.
