Its his 1st time through Fusion and:

|SI|Johnny: im stuck at reacter silo entrance
|SI|Johnny: i tried shooting the floor and bombing it but it wont budge!
|SI|Johnny: is this a glitch?
    Madrox: lay a power bomb
|SI|Johnny: i did
|SI|Johnny: but the only openings at the top
|SI|Johnny: no openings on the floor itself for some reason

Tell him to climb to the top right of the room. Use ledges and ladders on the wall. (I'm guessing right before Yakuza).

Time bomb set get out fast!
If he's where I think he is, what he needs to do is go back to the ship and listen to Adam's dialogue.  There's a bit of bad programming in this section: when you enter the ship, you're offered the chance to save first, and then the dialogue plays.  That means that if you reload your save, you exit the ship without the dialogue having played -- and the game won't let you into the Reactor Silo until you've heard it.  The trick is to listen to Adam's scene, exit the ship, then immediately re-enter it and save.  That save will work fine.
