I think there are some added effects to the Ice Beam.
At least if you're talking about the north american versions.

Yes its the North American Player's Choice version. So the only graphical upgrade was added ice beam effects?

IIRC they just fixed the "ice trail" it left as it was fired from the arm cannon.
You lose out on a TON of (easy) sequence breaking techniques with the PC version.
