You can get it on your first sector 3 mission. Run through the main room to gain speed boost. Then jump up to the ultra heated room(Above the security room). Shine Spark through the room till you hit the door at the other end. In the next room, grab the missile and then bomb through the wall behind it. Gain Speed Boost and shine spark to the top of the Energy tank room. Work your way to the tank to get it. when exiting, Make sure you shinespark through the ultra heated room for a faster time and less damage.

You could also do it using Corollax's PYR speed trick. Instead of falling down the right side of the wall, go left.

I find that trick useless, because that's the last one I round up anyways because there's a screw attackable floor there. It leads to another sector so I can get every item before I get the last mission briefing.
