1. To submit something, do I have to send in a picture of the Mission Final screen or something? (Not like I'm gonna anytime soon...)

2. Why is it that in lists such as low percent hard there's ((PAL)) or something like that? Are they blank? If so...

The final screen can be faked quite easily if you know how, so I don't think anything less than recording the whole run and sending it to Nate is accepted.

That's a very good question. The runs with {{{PAL}}} next to them were obviously done on the PAL version, but as for the blanks... maybe they're being reserved for PAL runs?

just highly unlikely
PAL times are different from NTSC times because there are many factors in the PAL version that slows the players down significantly. The extra slots are reserved for PAL players, but since PAL is so incredibly anti-speed run compared to NTSC, not many people take up the task and thus those slots are left blank.
