They never released Super Metroid for the GBA.

That, and I'm pretty sure that there aren't any really good SNES emulators for the GBA.

use SnesAdvance
Fully playable, aside from some gfx glitches - GigaMagusZ has actually beat the game:

"THE MISSION WAS COMPLETED SUCESSFULLY Clear Time 1:46 Item Percentage 100%
Aside from a few bumps, I could see people being able to beat this on a normal basis. The biggest challenge is without a doubt Phantoon, because you can't see him. Anyway, bosses I faced...
Ridley: Perfect. Everything about the fight works as well as the SNES version did. You can't see the acid pit below the platform, but that's not surprising. Anyway, he was fine.
Mother Brain: Any problems I had with Mother Brain were very minor. You can't see the bulk of her body, but you can see her head and legs, which is all you need. No problems, really.

Super Secret Area - Dead Ahead!
If you are after a ROM, which it looks like you're asking (from the title), then you'll have to Google it.  Rules and what not.  Searching for an .sfc won't help. Try "Super Metroid (JU) [!]"  It'll normally be a .zip file containing an .smc file.  An .sfc will still work, if you find one.
