The developers didn't feel the need to make it an earned ability, I guess. They have to give you something to start. It is quite useful though.

My guess?  Same reason the Power Grip wasn't earned in Fusion -- it's something that Samus at least visually does without assistance.  In real life, you can't jump upwards off a wall and gain height like that... but in real life, you couldn't hang onto ledges in a heavy suit of armour either.  (That's why I thought it was dumb to make Power Grip a Chozo item in Zero Mission.)

it took me a good 5 minutes to figure out that was not from metroid
