It's in Juolbrin. When you land down that elevator, go left. Shoot the pole at a certain height, then wall-jump up the thin opening.

I picked up the easy version instead and still didn't come across any e-tanks before I reached a point of no return by icebeam and was stuck once again. What I had meant before was that I had found no e-tanks and was trying to get to the speedbooster. I found the e-tank in the easy version and found it was in the same place in the regular and this is looking so much more doable.

DMantra, as GK said, this room has no music or SFX in it and trying to leave through that door freezes the game.
This is in the Easy version.
GK and I are playing through together on IRC.

Leaving that room to any room makes sound go bad and leaving that room makes the game freeze.
