What exactly are the conditions that must be met in order to jump with the spring-ball? I know it's not just being on the ground, because I can do this:

So does that mean it requires both the pixel and sub-pixel speed to be zero? Because if that were the case, there (correct me if I'm wrong) would only be one frame to do it at the end of a bomb-jump. I doubt this is the case, because spring jumping after a bomb- jump is extremely easy to do (I got it on my first try), which suggests a larger frame window.

Edit: I just tried doing this at the end of an ibj, and could not get it to work, even using frame advance. How can this be explained if the check is only based on speed?

Because the game is bizarre and has like 6 movement types for morph ball. You must be using a movement type that is springball-able from, but bomb jumping does not change the movement type itself if you're in a morph ball.
I said before that springballing this way requires that Samus be on the ground, and the typical check for being on the ground is that her vertical speed is equal to 0. I *assumed* that was how the check for on-the-ground happened to work, but that's apparently wrong. I'd have to check the code to be sure, but now I'll guess that the game transitions to falling sometime during the floor-check, but since Samus is moving upwards due to the bomb jump the floor-check never happens.
