From what I've seen on the site and can gather here, the Space-Time Beam resets practically everything. So if you collected everything, then went back and used the Space-Time Beam...would that really just reset everything back and you can collect every item again? (200%?) Do the upgrades stack on past their limits (255+ missiles? 255 Power bombs? etc.?).
And heck, would anyone really be bored enough to do a 200% run if it were possible? X^D (I would I guess, if it's possible). Forgive me if all this were asked before, I haven't dug through the archives here to check up on the Space-Time Beam.
