hey i have the NA version of metroid prime 2 and im wondering if any1 knew what the low % is for it without using secret worlds preferably, but any and all information about metroid prime 2 low % runs is helpful

no. you need a SW for the PBs to get the torvus key. you can't get the non-SW early PB from sanctuary without dark visor.
though i think you could use IS to grab an early PB since that's completely in-bounds and that would make it possible to grab the torvus key but i don't know if any of the PBs at that point can be grabbed that way. you wouldn't even lower the % this way unless the early PB leads to another item skip without SWs.
