I decided to record my fight with Draygon during a speedrun, yes, it was on an emulator, but no savestates or slowdown was used. This is completely doable on console:
I'm not saying you're making false claims or anything but a smv of you fighting him doesnt show that you didn't do those things and that it's doable on a console (I'm sure it is though, this is just a fair point to make.)
I didn't really understand your point...but i assume you are trying to say because i used an emulator, it doesn't prove anything.
Let me reassure you that everything in the video can be done in realtime. The super short charge is hard to perfect, yes, but just like the mockball it can be mastered.
There are only 2 things that give an emulator an advantage over a real console; and these 2 things are slowdown and save states.
Considering that there are 0 re-records, and no slowdown was used, this proves that this can be done on a console. Its the exact same thing, except with a keyboard.
To add to my point, all of the maneuvers in the video are relatively simple...Aside from the short-charge.
I have done the 2 round on console without shinecharging him. But that was with 20 supers and 50 missiles (was playing non serious) and I'm not sure it's doable with your supposed missile stock at that point. Still I can always kill him fast if i leave the canons.
Looks good. And of course this can be done on console with some practise.

I'm pretty sure that using the keyboard makes it easier to preform a short charge
Can't be true. Since you just have to tap one direction and the dash button in the right time, this is generally same difficult in both cases. For me it's easier on controller, but thats just because I'm used to it.
And using emulators for skill-based runs is always good for practise. It's a great and easy alternative to share movies with others, without needing to waste time and money to record on DVD or VHS and shipping to the capturer, and it can be done immediately without delays.
A keyboard offers greater precision, of course. I know I can perform just random stuff faster on a keyboard than I could on console, due to the much improved accuracy. However, that accuracy is a double-edged sword. You can perform things quicker, however, certain things can be more difficult. For example, quickly changing directions and then changing back again (like in walljumping) requires that you release each button before pressing the next, instead of the sort of "roll" you can use on console (although I find sm walljumping to be easier on emulator than zm walljumping). If I could perfect zm walljumping on the emulator, I could undoubtfully produce faster times on it than I could on the gba. (Sorry for all the zm references. I don't really speedrun sm.)
Although if you are used to play on console keyboard is of course a zillion times harder to play with. Also strangely i find everything but walljump to be harder on keyboard.

Same I also find it easier to diagonal bomb jump aswell for some reason
There are all sorts of tiny differences like that that make playing on an emulator different enough.
And ducknerd, I think he recognized that. That doesn't change the fact that abxy != d-pad. You can play a DDR style game easily enough using the abxy buttons alone.
The whole point I'm trying to make is the physical d-pad itself. You cannot press Up+Down. You most certainly cannot press Up+Left+Down+Right. You can, however, press Left+Right+Up... wait, no! NO YOU CANNOT!
This makes things like pressing Left on frame "x", and then releasing Left and pressing Right on frame "x + 1", veeerry tricky. Tricky to the xtreme, if I may. :'(

except we arent talking frames here, as this guy didn't use slowdown.
Not really that tough if abyx are able to substitute rdlu
But wait!..

Try playing one of those lame Dance Dance Revolution wannabes for the computer... on a SNES d-pad. Yeah.

P.S. Hint: D-PAD
In this case you would definitely lose, not really because it would be harder on the whole, but because doing the < > and the up/down combos is impossible, thus you would miss those every time they come up.
