The first can certainly be done -- just get a ROM editor (Google should take care of that), find all the areas of memory where the name "Wave Beam" or whatever is stored, and change it to what you want. I couldn't tell you how to do that, but there are experienced SM hackers around. (You could try the guy who made Super Justin Bailey.)
The second doesn't require hacking -- as I understand it, you CAN fire the Murder Beam on anything. Red Scarlet has memorably used it on Ridley, for example. You do it exactly the same way as when murdering Mother Brain, and if you can put up with the slowdown, it'll inflict constant damage on any enemy that wanders into the spot where you fired it.

cpujunkie3, I don't know what that image had to do with anything, as it's from Fusion, rather than SM. I deleted it, in case you're trying to use m2k2 as a "ghetto webhost," as Yoshi put it.
On-topic, though, doesn't the Murder Beam tend to screw-up more on the console version? If you're playing on an emu, it shouldn't ever crash your game, and you can fire it anywhere, at any time. That's how it's been for me, at least. On the console, it tends to crash.
I seem to remember playing around with the murder beam in Norfair, and it doing funky things to some of the doors. I can't remember the specifics (this was about a year ago), but I'm almost sure I managed to crash the game. This was on an emulator, by the way.
